I did a bit of digging and the best answer for the events is that,
1) it's based on the childhood memory of Bryan Bertino:
That part of the story came to me from a childhood memory. As a kid, I lived in a house on a street in the middle of nowhere. One night, while our parents were out, somebody knocked on the front door and my little sister answered it. At the door were some people asking for somebody that didn't live there. We later found out that these people were knocking on doors in the area and, if no one was home, breaking into the houses.
There's a distinct difference between "based on" and "Inspired by".
yep, a perfect example of how one little word can mislead. Then there's Changeling that includes in its tagline "A True Story." And from comparing the actual event to the film, it is very accurate.

That's pretty creepy.
Silence of the Lambs' Buffalo Bill is based on a real life criminal but i forget who? Maybe Ed Gein? Maybe not.
The Texas Chainsaw Massacre is loosely inspired by Ed Gein too.
Hee Hee Hee, see how easy they make us confuse those two...

His character was also inspired by Ed Gein, not based on!
Ok I'll stop now... Promise!
The creepy/scary part for me is that some of these big nasties originated in my home state of Wisconsin!
Ed Gein... La Crosse, Wisconsin Jeffrey Lionel Dahmer... West Allis, Wisconsin Joseph Paul Franklin (Franklin killed at random, and may have begun in Madison, Wisconsin. His target of choice were mixed-race couples).

I live in CT where the based-on true story "Amityville" took place. Somewhere between here and Hollywood, they changed the location to New York. There are some other areas in CT where real horror events took place and are claimed to be haunted. I'm sure if Hollywood or Independent film studios made more pictures about true terrorizing events and psychothrillers instead of fictional, it would make people a little more shaken by the film instead of leaving the theatre saying, "It was just all made up."
