The nominees for induction in 2009 were announced on September 22, 2008. The 2009 inductees will be announced in January 2009 and will officially be inducted on April 4, 2009.
This category is meant for recording artists and bands that have "influence and significance to the development and perpetuation of rock and roll." Artists become eligible for induction in that category 25 years after the release of their first record. Among the things to consider are the "influence and significance of the artist's contributions to the development and perpetuation of rock and roll." Ballots are sent to 500 "rock experts" who then evaluate the candidates and vote on who should be inducted. The performers that receive the highest number of votes and more than 50 percent of the vote are inducted.

Everyone that played on a record should be there. You're considered for the Hall 25 years after your first recording, not after you formed.
That would omit Dave Mustaine.
He wasn't on a record. Jason Newsted should be up there — he was in the band for 14 years and played on quite a few records — and so should Robert Trujillo.
Will it be weird to be there with Jason?
There's no reason for it to be weird. We don't want to be part of the soap opera of the Hall of Fame. Everybody wants to see a train wreck, like with Blondie onstage arguing over crap [at the 2006 ceremony]. That really cheapens the moment.
An ugly feud among Blondie members spilled over onstage as they were inducted.
Blondie reunited before they were inducted in 2006 after 15 years apart. The new Blondie no longer includes former members Frank Infante and Nigel Harrison, who unsuccessfully sued to rejoin, and member Gary Valentine, also involved in another band dispute.
Those three members came onstage with the three members of Blondie who still perform -- Deborah Harry, Chris Stein and Clem Burke -- but were barely acknowledged by their former chums. Infante begged to perform with the band.
"Debbie, are we allowed?" he pleaded before Blondie performed their hits "Heart of Glass," "Rapture" and "Call Me."
"Can't you see my band is up there?" Harry replied. The three rejected members walked offstage, but not before Infante groaned into the microphone.
